This appears to be a flexible RF waveguide with ‘Flexaguide’ branding. Similar to the Airtron waveguide range and used to focus RF signals. They are commonly used to connect parabolic radars to their electronics so we suspect this was probably used for connection the radar systen in th enose cone (radome) to the associated electronic units.
